Selling Alcoholic Beverages in Indonesia
Selling alcoholic beverages is a tightly regulated activity in Indonesia. Alcohol is subject to excise tax, so its production, storage, and sale are all government-controlled. For a restaurant, the rule is simple: alcohol cannot be sold without the required permits.
An alcohol license is the mandatory document that authorizes a restaurant to sell and serve alcoholic beverages legally in Indonesia. Operating without one violates Indonesian law and can result in fines, seizure of inventory, suspension of operations, or closure of the establishment.
Why the License Is Required
- Legal compliance
The license confirms compliance with the requirements of the Ministry of Trade, the tax authorities, and customs and excise authorities. Selling alcohol without authorization is against the law. - Legal protection for the business
During an inspection, a restaurant must be able to prove that its alcohol was purchased legally, carries the required excise stamps, is stored correctly, and falls within the categories covered by its license. - Financial protection
Penalties for illegal alcohol sales can far exceed the cost of obtaining the proper licenses. Compliant licensing reduces the risk of having the business shut down and losing the investment behind it. - Commercial value
A license allows the restaurant to offer a full beverage program, increase average check size, and serve the tourism market.
Alcohol Categories in Indonesia
Category A
Up to 5% alcohol by volume: beer and other low-alcohol beverages.
Category B
More than 5% and up to 20%: wine, sparkling wine, cider, sake, and similar beverages.
Category C
More than 20% and up to 45%: whiskey, rum, gin, vodka, and other distilled spirits.
The license must cover every product category the restaurant plans to sell. A restaurant licensed only for Category A cannot sell spirits.
NPPBKC Registration
An alcohol sales license is not the only required document. Because alcohol is subject to excise tax, a restaurant must also obtain NPPBKC registration.
NPPBKC stands for Nomor Pokok Pengusaha Barang Kena Cukai, the registration number issued to businesses that handle excisable goods. It is issued by Indonesia's Directorate General of Customs and Excise.
This registration is required for companies that:
- store alcoholic beverages;
- purchase alcohol from suppliers;
- sell alcohol to end consumers.
Operating without an NPPBKC is illegal even when the restaurant already has an alcohol sales license.
A restaurant needs both documents to operate legally. Missing either one creates legal exposure during any inspection.
Additional Requirements
In addition to the license and NPPBKC, regulators review:
- the correct KBLI business classification in the OSS system;
- active tax registration;
- a valid lease or proof of ownership for the premises;
- whether the premises meet storage requirements;
- purchases made exclusively through authorized distributors;
- excise stamps on the products.
Even when the documents are in place, a mismatch between the registered business activity and the operation on the ground can still lead to penalties.
How to Obtain an NPPBKC
- Review the business structure
The company must be registered through OSS and have the correct KBLI business classification. - Prepare the documents
This includes the corporate documents, tax registration, and documents for the premises. - Inspect the premises
The site is assessed for compliance with excisable-goods storage requirements. - File the application
The documents are submitted to customs and excise. - Receive the registration number
Once the review is complete, the company is assigned an NPPBKC.
Timing depends on the completeness of the documents and whether the business is registered correctly. The process generally takes up to several weeks. An incorrect business classification or noncompliant premises can extend the timeline considerably.
